The particular consignment referred to in your letter seems to stand on a somewhat different footing. In that case the opium was consigned to Mexico, and so far as can be

gathered it would not in the ordinary course have been discharged at Hongkong at all. This measure was apparently adopted owing to apprehensions on the part of the Hongkong Government that an attempt would subsequently be made to divert the opium from its declared destination and to swaggle it into China.
